Dr. Henry Lee and Human Rights

My name is Tan Huan Heo陳緩荷, I'm a career journalist, and I graduated from National Taiwan University (1980), Hong Kong Chinese University Graduate School. I also worked as a research assistant at Chang Geng Memorial Hospital, National Taiwan University Medical College, WHO, Taiwan Institute for Information Industry. Furthermore, I have served as a columnist for Hong Kong Xin Bo, Hong Kong Economist, Taiwan China Times Weekly, Commercial Times, Scope Weekly, Malaysia Nan Yang Siang Bao.

The Vice President of Taiwan's KMT Wu Bo Xiong (吳伯雄) is the main suspect for the Liu Bang You (劉邦友) murder case. This has been investigated by the former Minister of Justice Liao Zheng Hao (廖正豪), and I'm the crucial lead to this case. Wu Bo Xiong was the Minister of Interior for ten years, and used his connections with the Police to find ways to get rid of me.

Taiwan Journalist Zhang You Hua (張友驊) spoke with forensic scientist Dr. Henry Lee (李昌鈺) about the murder case. Dr. Lee asserted "Wu Bo Xiong did it." (Dr. Lee is former head of the Police of the State of Connecticut, U.S.A.)

During his the time as Head of TaoYuan County(桃園縣), Liu Bang You was executed with seven others at his house on November 21st 1996. This case has not been solved. According to China Times reporter Lee Zuo Ping's (李作平) publication, the trigger man is a police officer (Report was published November 22nd, 1999). The forensic scientist Dr. Henry Lee investigated this case and concluded "Wu Bo Xiong did it." Dr. Lee also confirmed that there was a hand-print left on the wall at the murder site.

Taiwanese President Lee Deng Hui(李登輝) was concerned about the Liu Bang You Murder Case, and listed it as a top priority case, at which point I was given protection by the government. After the resignation of Minister of Justice Liao Zheng Hao in July of 1998, my security protection evaporated into thin air. In 1998, I experienced several attempts on my safety and life. The first was in early August, 1998, while I sought sanctuary at a Catholic Church. The second was on August 11th, 1998, at Taipei Veteran's Hospital, but narrowly escaped with the help of Minister of Defense Jiang Zhong Ling (蔣仲苓). The third was on August 15th, 1998, when I was trapped at United Daily Newspaper. The fourth was August 19th, 1998, when I was followed to National Taiwan University dormitories, at which time, Professor Li Hong Xi (李鴻禧) called police to help me. On October 12th, 1998, while in TaiNan(台南) to finding retreat, my friends were pressured to refuse help to me, but with the help of Vice President Lian Zhan's(連戰) security personnel, I again narrowly escaped. On October 16th, 1998, my flat-mate Chen Wei De (陳偉德) notified me that he was pressured to kick me out of his residence. On December 5th, 1998, I went to the XinYi Branch Police Station to go on record in stating that Wu Bo Xiong had attempted to take my life on these occasions. That night, someone came to my place to verbally threatened me. On December 7th, 1998, I went to see Minister of Interior Huang Zhu Wen (黃主文), who told me the case was already settled.

On February 2nd, 2000, legislator Shih Ming De's (施明德) assistant Chen Juan Qi (陳涓淇) accompanied me to the Taipei Criminal Police Station to go on record. Here, I was strong-armed by a Criminal Police Officer who prevented my departure and detained me at the XinYi Branch Police Station. I was helped by President of Malaysian Friendship and Trade Center, Dr. Yusof Ahmad and was rescued by my friend Wang Zao Yi (王兆億).

At the end of March, 2000, I requested the Minister of Internal Affairs, Mr. Huang Zhu Wen (黃主文)to file my case. Mr. Huang responded "Nothing will happen to you as long as you stay put." On April 18th of the same year, I was held under duress by Taipei Police XinYi(信義) Sub-bureau officers Yang Pei Xiong (楊培雄),one "Adam," and Huang Mei Hui (黃美慧)(The location of my detainment was Dun Hua South Road, #102, Taipei City, in front of the Malaysian Airlines office, at 2 p.m. The police kept no record of my detainment.) According to Taiwan Detention Law, any foreigner being detained for 15 days is authorized to be released from detention. In addition to this, before my detainment, Taipei police Bureau Chief Wang Jing Wang (王進旺) had also documented my case (concerning the Murder) in a formal archive to Taipei police Sub-bureaus at the Criminal Station and XinYi Sub-bureau, yet not attention was given my case.

On May 5th, 2000, Malaysian Friendship and Trade Center high-official Mr. Hashim came to the place of my detention and wanted me to sign for travel documents. I told him my passport was still effective and refused to sign. Mr. Hashim said my cousin sent the airplane ticket from Malaysia. I told him that my cousin had not notified me of his purchasing a ticket, and thus refused it. I expressed that I wanted to see Dr. Yusof, (of the Center) and on the 8th of that month, Dr. Yusof came to the place of my detention. Dr. Yusof asked me where the archives that were documented by the Taipei Police Chief were. I said he could go and check with Bureau. Dr. Yusof then asked me about Officer Yang Pei Xiong and Mr. Hashim's comments on my losing my passport. I told him by no means had I lost my passport.

In June of 2000, Li Ming Qian (李明前)Director of the Detention Center at XinYi Police Sub-bureau, in desiring to promote justice, wrote an official letter to Officer Yang Pei Xiong (楊培雄)about my detention. Prior to writing the letter, Li also notified the Director of Foreign Affairs and Officer Yang reminding them about Taiwan's detention law. By that time, I had been detained for 50 days at the XinYi Detention Center, and Officer Yang prevented me from contacting anybody outside. On June 9th, 2000, I was transferred to SanXia (三峽)Foreigners' Detention Center. The day after, the Detention Center's Officers restricted me from calling anybody for 20 days.


On June 24th, 2000, I was transferred to a solitary confinement cell of the Detention Center. Officer Zhang Gu Zhang (張股長)of the Center told me that they had no reasons for punishing me because I had no case. In the afternoon of the 27th, Interpol came to investigate my case.


On June 29th, 2000, my friend Wan Zao Yi (王兆億)visited me during non-visitation hours (at 4 p.m.). He said he had come under orders of Officer Yang Pei Xiong to "make a deal." On July 9th, 2000, the Captain of the Female Quarters of the Detention Center told me that I would be deported out of Taiwan by a XinYi Sub-bureau officer the next day. At 6 a.m. on July 10th, 2000, the Captain and the Officer came to my cell to escort me out. I told them I was feeling sick, and refused to go with them, and afterwards, I was returned to the solitary confinement cell. Officer Zhang Gu Zhang (張股長) notified me that I would be deported on July 15th, 2000. He requested that the Captain allow me to call for help, but the Captain refused. That same day Officer Yang and two male Officers came to the Center to have me deported. I refused to sign the deportation documents, at which point one of the Officers fiercely twisted my arm and forced me to exit the premises. At that time, Mr. Hashim was waiting for me at the Detention Center's Office. I asked for his help, but he claimed that he couldn't do anything – that the officers wouldn't listen to him. In actuality, Mr. Hashim had arranged for my family members to pick me up at the airport in Malaysia on July 10th, 2000.

On July 15th, 2000, I was deported. I was hand-cuffed, and Officers Yang and Huang accompanied me to the airport. At the Aviation Police Bureau Mr. Hashim handed me a single-trip passport from Taiwan to Malaysia, and asked me to sign the passport. After refusing to sign it, I was deported nevertheless. After arriving at Kuala Lumpur International Airport the same day, immigration officers there questioned me about my newly assigned passport. I told him my passport and identity card were in Taiwan, and was held under duress to leave Taiwan. The immigration officer held my single-trip passport and issued me an official document requiring me to explain my case to the Immigration Bureau in Kuala Lumpur. I proceeded to file a police record in Malaysia.

In the following months, I attempted to file my case with the Interpol, but all in vain. I knew that without returning to Taiwan, my case would not see the light of day.

On January 14th of 2004, when I arrived at Taiwan the immigration officer asked me "Is this your first trip to Taiwan?" I told him "I had resided in Taiwan for many years previously," and I immediately knew that my records had been deleted. On January 27th and 28th, three men came to my residency looking for somebody, on March 4th of 2005, my landlord brought someone to opened my room without my permission ( I happen to be in the next room ) I escaped them narrowly.

With my request, Dr.Henry Lee submitted my petition to President Chen Shui Bian(陳水扁) personally in April 2004 and 2006 . The Government did protect me, until now no one has been prosecuted or punished. I have approached many local legislators, none of them is willing to bring the case out.
